  In a past life I was working on transdermal delivery
  devices and found that the octanol/water coefficient
  tables were an excellent source for predicting polar
  behavior for skin penetration. It was many years ago
  and don't have specific ref.'s for you. You might try
  the Controlled Release Society on the web and someone
  can direct you to the proper reference. Hope this
